Le 20 mars 2025, DAMAaaS et IDEAL Connaissances ont organisé une webconférence dédiée à l’intégration du NoCode dans les collectivités locales. Cet événement a permis de découvrir comment la Communauté d’Agglomération du Pays Basque (CAPB) a concrètement mis en œuvre une stratégie de digitalisation en s’appuyant sur la solution souveraine NoCode DAMAaaS.
A conference focused on the digital transformation of local governments
Les collectivités font face à des défis croissants : gestion complexe des équipements, multiplication des demandes métiers, impératifs budgétaires et exigences de sécurité informatique. Dans ce contexte, le NoCode se révèle être un levier efficace de modernisation des services publics. Cette webconférence a permis d’illustrer l’intérêt fonctionnel, technique et budgétaire d’une telle approche, notamment à travers un retour d’expérience concret sur la gestion du patrimoine bâti.
Le NoCode au service du secteur public
DAMAaaS est une solution NoCode française conçue pour répondre aux enjeux spécifiques des organisations publiques. Elle permet de :

Use Case: The Transformation of the CAPB’s Built Heritage Department
The highlight of the conference was the presentation by Mathieu Lascurettes, Building Operations Manager in the Department of Built Heritage and General Resources at the Basque Country Urban Community (CAPB). Since 2021, the CAPB has been using DAMAaaS manage:
- A portfolio of 280 buildings
- More than 600 vehicles
- Daily operations and maintenance:
- More than 800 types of regulatory maintenance tasks are managed in DAMAaaS.
- 3,000 incidents reported in 2024
- Construction and renovation projects
The solution enables the centralization of service requests, automates the management of regulatory compliance tasks, provides real-time monitoring, and offers access to customized dashboards. All services are structured around a single database, featuring automated maintenance alerts and a direct link to service providers.
A collaborative approach between business units and the IT department
The project stood out for the strong involvement of business users in every stage of the design process, through co-creation workshops led by the DAMAaaS teams. User adoption was immediate thanks to the tool’s user-friendly design, which was intended to be intuitive and accessible even without technical skills. The IT department played a key role in structuring the RFP and handling the technical deployment (SSO, integration with existing software).
Concrete and measurable results
The implementation of DAMAaaS enabled CAPB to achieve several key objectives:
- Reduced processing time for requests
- Standardization of practices among staff spread across a large geographical area
- Improving the clarity of tasks and responsibilities
- Simplified access to data for management and reporting
- Gradual empowerment of teams through administrator training
A scalable solution suitable for all applications
DAMAaaS limited to a single area of activity. In addition to the built heritage department, the CAPB is gradually rolling out the solution to other departments, including asset management and taxation. This cross-functional approach is made possible by the platform’s flexibility and its modular design.
